65 years of ethics, expertise and vanguardism

Port Corporate Practice is the label we found best to designate our area of activity and specialty. For over sixty years, working in the city of Santos, Ruy de Mello Miller Law Firm possesses the required expertise to attend to all players involved in port and shipping activities, foreign trade and offshore.

It is an office remarkable for its integrity, transparence and professionalism in conducting legal and administrative cases and for the respect and loyalty in its relationship with clients. These characteristics long recognized and respected are part of our history and heritage.

Active in the Port of Santos and other Brazilian ports for over 60 years, our services address mostly the port shipping activity, foreign trade and offshore industry areas. Our clients are corporate entities involved with those activities: shipping lines, truckers and multimodal transport companies, logistics companies, lessors and operators of port terminals, bonded warehouses and public warehouses, shipping agents, cargo forwarders and NVOCC, P&I Clubs, importers and exporters, customs clearing agents, controlling and certifying companies, shipchandlers, investment funds, professional associations, among other service providers and entities connected with foreign trade, with port and shipping activity, and offshore industry.

As of late, the office has been actively participating in investment projects in the Port of Santos, assisting with and analysing merger and acquisition procedures regarding companies and port areas, joint ventures and bidding, relying on a vast network of contacts and consultants of different specialties.

In 2015, driven by the need for operational and fiscal efficiency, the office formalized a cooperation-partnership, under OAB/SP Provision No. 170 of 2016 (Article 7), with Alonso Sociedade de Advogados, a firm comprised of lawyers formerly associated with RMM, which streamlined operations and expanded work opportunities for its attorneys.

Our office also renders consulting services to foreign companies, operating within the office's specialized field, which have decided to invest in Brazil, either by purchasing Brazilian companies, or by organizing companies and/or setting up branches in Brazil.

Attentive to the growth of the national logistics and port infrastructure, RMM opened its branch in Belém, Pará, in January 2024, focused on serving the demands of the Amazon Arc. The region has established itself as a key export gateway for agricultural production from the states of Mato Grosso, Rondônia, Tocantins, Maranhão, Piauí and western Bahia, as well as an entry point for mineral bulk cargo essential to fertilizer production. Reliant on waterway transportation and home to numerous transshipment stations, the region attracts a significant volume of public and private investment in logistics, river and port infrastructure.

Leading the branch is attorney Samara Gualberto, a partner at RMM since the unit's launch. A lifelong resident of Belém, Samara brings over ten years of experience in port facilities and maritime transport across Latin America. The branch serves the region's main ports: Barcarena and Santarém/PA, Itacoatiara and Manaus/AM, Itaqui/MA, Santana/AP and Aratu/BA, reinforcing RMM's commitment to excellence, qualified local presence, diversity and the promotion of female leadership.

At its Santos headquarters, the office further strengthened its teams with the arrival of attorney Thiago Benito Robles, who brings over 20 years of industry experience, including tenure at MSC, MEDLOG, SOPESP and OGMO/Santos. Robles leads RMM's new Collective Bargaining practice area and joins the Maritime, Port and Regulatory teams, bringing a technical, academic and institutional perspective to the office, further reinforced by his role on the Board of Directors of the Port Authority of Santos and as a postgraduate professor in Maritime and Port Law.
